Governed cognitive core
AXIOM Core1 is the governed decision-and-coordination center of the AXIOM system. It is not one monolithic application — it is a collection of specialized “organs” running together on axiom-core-1. Inputs arrive through private gateways and telemetry; observations, advice, policy decision, constitutional gating, enforcement and durable receipts are handled by separate organs with separated authority.

- 02 LOCUS verifies authorized operational presence.
- 03 VISTA, InfraMap, telemetry, memory and advisory organs provide observations.
- 04 Second Hemisphere and model adapters provide advice — they cannot authorize execution.
- 05 NAVPOL evaluates policy and owns the final navigation decision.
- 06 Cell 2 applies the constitutional governance gate and fails closed to HOLD.
- 07 CITADEL-SENTINEL enforces the bounded decision.
- 08 Core Orchestrator coordinates the organs and receipt lineage.
- 09 QChain anchors resulting receipts as durable evidence.
- 10 Mission Lock, reconciliation, NMS and watchdog services monitor drift and structural integrity.
